CATEGORY REFERENCE

Canonical public definitions.

The principal terms are deliberately separated so the category, authority requirement, control location, control function, consequential outcome and governing principle are not collapsed into one another.

Infrastructure category · May 2026

Execution Control Infrastructure

The independent control layer that governs the Execution Boundary and determines whether a consequential action is cleared to proceed. The Execution Boundary is the final control location before a requested digital action becomes operational, institutional, financial, legal or public consequence.

Requirement · 24 June 2026

Human Authority Layer

The Human Authority Layer is the requirement that accountable human authority remains effective as systems act with increasing autonomy. Execution Control Infrastructure is the independent control layer at the Execution Boundary.

Control point · May 2026

Execution Boundary

The Execution Boundary is the final control location before a requested digital action becomes operational, institutional, financial, legal or public consequence. The position Execution Control Infrastructure governs.

Control function · May 2026

Independent Clearance Determination

Independent Clearance Determination is the control function within Execution Control Infrastructure: the independent determination, made at the Execution Boundary and before consequence, of whether a consequential action is cleared to proceed. Only a cleared action proceeds.

Defining condition · May 2026; defined in full 24 September 2026

Independence

Independence is the structural separation between the system seeking to create a consequence and the control layer that determines whether that consequence may proceed. A clearance determination is independent when the actor seeking execution cannot, by virtue of being the actor, unilaterally determine, alter, satisfy, bypass or substitute the conditions under which its own consequential action is cleared to proceed. Independence also requires that the determination is not controlled by the function or provider that operates or supplies the acting system.

Architectural territory · May 2026

Consequential Digital Execution

Digital execution capable of producing material financial, operational, institutional, legal, public or physical consequence.

Governing principle · May 2026

Control Before Consequence

The governing principle of Execution Control Infrastructure: control is present before a consequential digital action occurs, not only accountability after it has taken effect.

Requirement principle · 24 June 2026

Authority Before Consequence

The requirement held by the Human Authority Layer: accountable authority remains effective before consequence.

Control timing · May 2026

Pre-Execution Control

Control applied while a consequential action is still preventable, rather than monitoring or audit after the fact.

Risk concept · 24 June 2026

Execution-Boundary Risk

The risk that consequence proceeds without appropriate control before execution.

System concept · 24 June 2026

Execution Proximity

The degree to which a system may influence, initiate, route, approve, restrict, suspend, escalate, coordinate or execute a consequential action, independent of whether it makes the final decision.

The category follows consequential execution, not one technology.

The category applies wherever digital systems can initiate consequential action. AI is an important application domain, alongside financial systems, privileged digital operations, automation and cyber-physical systems.
