Human authority is not the same as manual approval.

OATHOR does not define meaningful human authority as requiring a person to approve every action. Highly automated systems can remain highly automated.

The requirement is that legitimate institutional authority remains capable of affecting consequential execution, with responsibility and accountability remaining connected to the systems that act.

OATHOR originated in Abu Dhabi and is developing the category from the UAE. The ambition is global relevance, but relevance should be earned through technical evidence, institutional evaluation and responsible deployment rather than claimed through positioning alone.

This preserves both sides of the proposition: a clearly attributable origin and a standard of scrutiny strong enough for the category to travel beyond its place of origin.
