OATHOR uses Human Authority to describe the institutional requirement that legitimate authority remains capable of determining whether high-consequence execution proceeds. The concept is technology-neutral: it applies to ordinary software, automation, AI-enabled systems, autonomous agents, and other digital environments capable of producing consequence.
